Dotacje unijne na rozpoczęcie własnej działalności dla osób z niepełnosprawnościami, środki z Funduszu Pracy czy dotacje z Państwowego Funduszu Rehabilitacji Osób Niepełnosprawnych? Co wybrać?
Osoba niepełnosprawna zakłada własną firmę.
Ten artykuł poświęcamy osobom z niepełnosprawnościami, które chcą rozpocząć własną działalność gospodarczą i zastanawiają się nad wzięciem udziału w projekcie unijnym.
Jednak zanim omówimy sposoby pozyskiwania środków na założenie firmy osób z niepełnosprawnościami, musimy zatrzymać się nad samą definicją „niepełnosprawności”. Bowiem w przypadku osób z niepełnosprawnościami, które marzą o własnej firmie, jest ona kluczowa.
Próżno szukać jednoznacznej definicji niepełnosprawności. Najczęściej, za Światową Organizacją Zdrowia (WHO), przyjmuje się, że „do osób niepełnosprawnych zaliczają się osoby, z długotrwałą obniżoną sprawnością fizyczną, umysłową, intelektualną lub sensoryczną, która w interakcji z różnymi barierami może ograniczać ich pełne i efektywne uczestnictwo w życiu społecznym na równych zasadach z innymi obywatelami.”
W Polsce funkcjonują co najmniej dwie definicje niepełnosprawności:
- Niepełnosprawność prawna – która dotyczy prawnych podstaw do kwalifikacji do grupy osób niepełnosprawnych, a co za tym idzie to pobierania różnego rodzaju świadczeń
- Niepełnosprawność biologiczna – stosowana w statystyce GUS, obejmuje osoby, które nie posiadają orzeczenia o niepełnosprawności, ale deklarują ograniczenia w możliwości wykonywania rożnych czynności życiowych
O niepełnosprawności prawnej orzekają różne instytucje ( ZUS oraz powiatowe/wojewódzkie zespoły do spraw orzekania o niepełnosprawności), których działania regulują odrębne ustawy.
Aby ubiegać się o środki na rozpoczęcie własnej działalności jako osoba niepełnosprawna trzeba posiadać orzeczenie o niepełnosprawności.
Osoby z niepełnosprawnościami, które mają pomysł na biznes mogą skorzystać z:
- Dotacji unijnych na rozpoczęcie działalności gospodarczej
- Środków z Funduszy Pracy
- Dotacji z Państwowego Funduszu Rehabilitacji Osób Niepełnosprawnych

W Polsce najwięcej osób z niepełnosprawnościami mieszka w województwie lubuskim, to aż 17 % ogółu mieszkańców.
Na przykładzie projektu Lubuska Fabryka Przedsiębiorczości pokażemy krok po kroku jak ubiegać się o dotacje z Unii Europejskiej na rozpoczęcie własnej działalności.
Krok 1. Jak znaleźć projekt unijny dla niepełnosprawnych w województwie lubuskim?
Poza wyszukiwaniem konkretnych zwrotów w wyszukiwarce internetowej warto zapoznać się z wyszukiwarkami projektów oraz odwiedzić najbliższy Punkt Informacyjny Funduszy Europejskich

- 24 000 zł bezzwrotnej dotacji unijnej na rozpoczęcie działalności dla osób niepełnosprawnych

- Wsparcie pomostowe – doradcze przez cały okres projektu

- Preferencyjny ZUS przez okres 2 lat
Krok 2. Jak zgłosić się do projektu unijnego?
Decydując się na udział w konkretnym projekcie, a co za tym rozpoczynając starania o dofinansowanie na rozpoczęcie działalności, warto zwrócić uwagę na kryteria rekrutacji.
W przypadku Lubuskiej Fabryki Przedsiębiorczości wystarczy:
- Posiadać orzeczenie o niepełnosprawności
- Mieć ukończone 30 lat
- Mieszkać na terenie jednego z powiatów: krośnieńskiego, nowosolskiego, wschowskiego, żagańskiego, międzyrzeckiego, strzelecko-drezdeneckiego, sulęcińskiego, zielonogórskiego ( ale z wyłączeniem miasta Zielona Góra)
Osoby, które spełniają łącznie powyższe kryteria mogą zgłosić się osobiście do biura projektu w Zielonej Górze, ul. Świętej Jadwigi 1/204 lub skontaktować z koordynatorem projektu telefonicznie 575 137 444 lub mailowo lubuskie@grupaprofesja.com
Podobnie jest w przypadku innych projektów.
Krok 3. Jak wypełnić dokumenty?
Dokumenty aplikacyjne zazwyczaj można pobrać ze strony internetowej projektu. Koordynatorzy pomagają w wypełnieniu wszystkich formalności.
Krok 4. Własna firma i co dalej?
Organizacje prowadzące projekty unijne doskonale zdają sobie sprawę z tego, że sama dotacja to nie wszystko! Aby założona przez Ciebie firma miała szansę się rozwinąć, szczególnie w pierwszym roku działalności, przyda się dodatkowa pomoc.

- wsparcie pomostowe finansowe – 1000 zł przez 6 miesięcy
- wsparcie pomostowe finansowe przedłużone – przy zatrudnieniu co najmniej 1 pracownika – dodatkowy 1000 zł przez 12 miesięcy
- wsparcie pomostowe doradcze stacjonarne/ telefoniczne/ mailowe – trwające 6 miesięcy
- zewnętrzne możliwości wsparcia firm i rozwoju działalności wraz z inwestycjami, promocją oraz marketingiem (30 godz./ mc)
- księgowość/ rachunkowość/ finanse (10 godz./ mc)
